This unit, called Garcia, is a limited-time Exclusive character that can evolve into Agent Garcia. Getting Christmas Cookies in Anime Defenders
You need a Christmas Cookie if you want to evolve Garcia into Agent Garcia. Like the unit itself, the Christmas Cookie is a limited-time reward that can be exchanged from the in-game Raid Shop. You need 235 Raid Shards to buy one such cookie from the Raid Shop.
Once you purchase a cookie, it will stay grayed out until the shop refreshes. It takes the shop two hours to reset, which is when the stock of Christmas Cookies will also be replenished. Since you need five of these evolutionary items to evolve the Exclusive bear unit, you must log in five separate times to collect them all.
Furthermore, you need to collect a total of 1,175 Raid Shards to purchase all five cookies and evolve Garcia.

About the Red One: Hangar Raid Shop
The Raid Shop has been a staple of the game since the introduction of the Raid mode in Update 1. This shop is one of the few ways to earn Exclusive units and it even offers new characters for free, so long as you have enough shards.
